Resolution Seeking Justice for the Workforce of Golden Gate Fields

WHEREAS More than 200 people from the Golden Gate Fields racetrack community in
Berkeley and Albany have contracted COVID-19 as of November 20, 2020, with the bulk of the
increase was related to a single outbreak; and

WHEREAS An estimated 200 people live on the property in simple, dorm-style housing
attached to Golden Gate Field’s barns, and these grooms, riders, hot walkers (who cool down the
horses) and other staff — who live and work in very close quarters — are employed by the 60 or
so trainers at the race track, with many of them coming from families who have been in the
industry for generations and have come to Berkeley from Mexico and Guatemala for the work,
while many of the trainers, many of them live in or come from the Central Valley; and

WHEREAS a legendary horse trainer who was an iconic figure in the world of Bay Area horseracing, died in early December morning after being diagnosed in mid-November with COVID-
19;

BE IT RESOLVED that the Alameda County Democratic Central Committee, in solidarity with
the hundreds of Latino workers at Golden Gate Fields, submit a letter to the California Horse
Racing Board — the body that regulates the racetrack industry including licensing and supervises
racing associations, horse owners, veterinarians, trainers, jockeys, grooms and others involved in
the sport — to insist that it use its power to investigate and immediately remediate the workplace
conditions that permitted more than 200 workers to become infected with COVID-19 at the
racetrack.

BE IT FURTHER RESOLVED that the Alameda County Democratic Central Committee call
upon the City of Berkeley and applicable state leaders to implement an effective bilingual
outreach campaign to ensure that workers at Golden Gate Fields and other similarly-situated
California racetracks are educated about their health and safety rights as well as their labor
rights.
